Haryana Revises Minimum Wages from 1st April ; Prohibits Split into Basic and Allowances

The Haryana Government has revised the minimum rates of wages for workers across all employments in the state, with the new wage structure coming into effect from 1 April 2026. The revision has been issued by the Labour Department under the provisions of the Code on Wages, 2019, following the recommendations of a committee constituted to advise the government on wage fixation.

According to the notification, the revised basic minimum monthly wages for different categories of workers are as follows:

  • Unskilled workers: Rs. 15,220.71 per month (Rs. 585.41 per day)
  • Semi-skilled workers: Rs. 16,780.74 per month (Rs. 645.41 per day)
  • Skilled workers: Rs. 18,500.81 per month (Rs. 711.56 per day)
  • Highly skilled workers: Rs. 19,425.85 per month (around Rs. 747 per day)

The revised rates will apply to all establishments, factories, employees, workers and contract labour as defined under the Code on Wages, 2019. However, wage rates for workers employed in brick kilns will be notified separately by the government.

The government clarified that the notified wages represent basic minimum wages and cannot be split into allowances by employers. In addition, there will be 100% neutralization of changes in the Consumer Price Index (CPI), meaning wages will be adjusted in line with inflation as per the rules framed under the Code on Wages.

The notification also emphasized that there shall be no discrimination between men and women workers in wage payments, and workers must not be paid less than the minimum wages prescribed for their respective skill categories. Where workers are engaged through contractors or service providers, the principal employer will remain responsible for ensuring payment of the notified minimum wages.

Further, trainees will be entitled to 75% of the wages applicable to the relevant category, subject to the condition that such wages cannot be lower than the minimum wage prescribed for unskilled workers. The maximum training period has been fixed at one year.

For wage calculations, the government specified that monthly wages will be divided by 26 days to determine daily wages, while deductions, if any, will be calculated on the basis of monthly wages divided by 30 days.

The notification has been issued with the approval of the Governor of Haryana and signed by the Principal Secretary, Labour Department, and will be published in the Haryana Government Gazette (Extraordinary).
