The Labour Codes consolidate 29 laws into four, yet most States have not fully notified or operationalised their rules. Without State-level clarity, building a uniform and compliant HR, payroll, and compliance architecture becomes extremely difficult.
Once systems begin to strain, cost implications follow quickly. The new definition of wages will increase statutory contributions towards provident fund, gratuity, leave encashment, and social security. On top of that, employers will bear the immediate burden of transition- system upgrades, audits, training, and policy redesign.
