As India transitions to the four new Labour Codes, industrial relations are entering a decisive phase. While legislative consolidation promises simplification, organisations face deeper challenges around system readiness, digital mobilisation, Fixed Term Employment, and shifting power equations. Veteran HR and ER leader B. S. Dagar shares a practitioner's perspective on what lies ahead- and what leaders must get right.

With the rollout of the Labour Codes, what is most likely to break first-systems, cost structures, or employer trust?

BS All three are tightly interlinked, but systems will face the earliest stress. The Labour Codes consolidate 29 laws into four, yet most States have not fully notified or operationalised their rules. Without State-level clarity, building a uniform and compliant HR, payroll, and compliance architecture becomes extremely difficult.

Once systems begin to strain, cost implications follow quickly. The new definition of wages will increase statutory contributions towards provident fund, gratuity, leave encashment, and social security. On top of that, employers will bear the immediate burden of transition- system upgrades, audits, training, and policy redesign.

Trust is the final and most sensitive variable. Employee and union concerns around Fixed Term Employment, job security, termination norms, and strike-related provisions need transparent handling. If organisations fail to communicate clearly, system and cost...
